Obwohl sich die Industrialisierung in der Schweiz sehr früh vollzogen hatte, gab es lange keinen Schutz gegen modify, Krankheit oder Tod. Gesetze für diese sozialen Risiken traten erst zu Beginn des 20. Jahrhunderts in Kraft. Die Alters- und Hinterlassenenversicherung (AHV) wurde erst 1948 in einer Volksabstimmung angenommen (siehe auch 3.). Und die Invalidenversicherung trat sogar erst 1960 in Kraft. Regelungen für eine Mutterschaftsversicherung gibt es erst seit dem 1. Juli 2005. Eine gesamtschweizerische Lösung der Familien- und Kinderzulagen (siehe auch 2.) wurden bis heute abgelehnt, obwohl sie bereits 1945 in die Verfassung eingingen.
Das Sozialsystem der Schweiz ist zusammenfassend als „verspätet“ zu titulieren, in dem die meisten Bestimmungen erst in der wirtschaftlichen Prosperitätsphase nach dem Zweiten Weltkrieg die Aufnahme in die Gesetzgebung fanden und nach dem procedure der Subsidiarität aufgebaut sind.
