(CDU/CSU/SPD) unter Bundeskanzlerin Merkel auf einen Umbau des Deutschen Wohlfahrtsstaates hin zum Sozialstaat im Sinne des Grundgesetztes (Bundeszentrale für politische Bildung 2004: fifty nine) hin.
